sans_espoir on "4 treatments - still have bedbugs"

I’ve had 4 treatments so far. They were pretty spaced out, because my PCO insists on waiting at least 25 days between treatments and I had false hope d.e would take care of the rest. I moved here July 1st. I’m not sure when I first got bitten, but I definitely had bites by the end of july. However, it was summer, so I thought they were random bug bites. I was looking for bed bugs on my mattress, but couldn’t find any, and my mattress is almost impossible to turn over, so looking at the seams just wasn’t enough.
I finally found a bug by early-mid august. Called my landlord, pco treatment, thought it would almost be finished. Well, I was wrong.
Everytime the pco comes, he doesn’t see any bugs (except one time there was one nymph). He knows I’ve had bedbugs though, the signs on my bed are clear. But at this point, he must think I’m insane. I have not seen bedbugs on my bed since a long time ago (found a couple of them in the first maybe 2 months). I’ve found some in the kitchen though, in September or October. I live in a small apartment, all the rooms are pretty much right next to each other. Since my last treatment (October 30th), I have found 1 (living) bed bug on my shower curtain and another (not so sure if alive but I think so) on my bathroom floor. I also found one in my bath before the last treatment, so my bathroom was treated. I haven’t had a bite since the last treatment (about a week ago), but one just appeared on my arm today. I know you can’t judge by a bite, but I am 100% sure it’s a bed bug bite. I found the last bug in my bathroom yesterday. I’ve kept the 2 bugs I’ve found since the last treatment to show my pco if there’s a next treatment. I also know it has not been that long since my last treatment, but every time I convice myself they just need to walk on the product and then they'll die. But they don't.

It's not an infestation, and they are very, very hard to find. But they NEVER DIE/always come back. I don't have a lot of bites, or bites every day.

I’ve been unemployed for months, so I have absolutely no money to put on this, at all. DE doesn’t seem to work at all. Cimexa doesn’t seem to be available where I live (Canada).
My landlord always calls the pco right when I call her, and the pco is recognised by pco associations and such, so there’s not much I can do. I’m sure my landlord will not call another pco. And I think the landlord is starting to think this is my fault and is getting pretty annoyed. I’ve already told them, maybe they come from another apartment, or the neighbouring building (not the same landlord, but the buildings share a wall). They really don’t think so. The pco inspected apartments in my building, but seems to think they’re ok. I’m not convinced he really looked at them that well. My building is really, really, really old, so it’s impossible to fill all the cracks. If the bugs are in the wall, the treatment probably don’t affect them at all??
I guess I know there’s no answer, I just don’t know what to do anymore. I don’t want to move, because I don’t want to bring them with me. I can’t deal with calling the landlord and the pco AGAIN. It’s giving me too much anxiety and really, it does nothing. I’ve really lost all my energy to fight for this. Should I just try to control it with DE and move next july, even though I’m scared to move them and, frankly, don’t really have the budget for it?
